The 44-year-old actor has been offered the role of Plutarch Heavensbee in the upcoming Catching Fire, according to Deadline.
Philip has yet to confirm whether he'll accept the big screen role.
In Catching Fire, past Hunger Games champions are called upon to battle each other to the death in another challenging event the Quarter Quell. Plutarch is the Head Gamemaker of the brutal televised games.
The hotly-anticipated Francis Lawrence film is a follow-up to the hugely successful The Huger Games, starring Jennifer Lawrence, Josh Hutcherson and Liam Hemsworth.
Much speculation has been surrounding another character in the second instalment of the franchise - Finnick Odair.
A host of big names including Robert Pattinson, Grey's Anatomy hunk Jesse Williams, Zac Efron, Chace Crawford and Robert's Twilight co-star Kellan Lutz have been linked to the role of the handsome victor.
